The 44 armed rebel and opposition groups were invited to the Doha meeting to resolve the conflict by holding talks with them. The purpose of the talks is to build a long-lasting peace for Chad. It is initiated with help of other countries to decrease the differences between them by dialogue. According to experts, it would help rebel groups to voice their grievances at the global forum.
Chad’s Prime Minister Albert Pahimi Padacke and African Union Commission head Moussa Faki Mahamat are of the view that peace talks will decrease the risk of violent conflict and attacks by rebels to challenge the writ of the government. They resort to violent means due to differences with their government that can be prevented through strategically planning to avert violent attacks.
The Libya-based group was directly involved in killing Idriss Deby Itno who have won the elections in Chad. He died after the offensive attacks launched by the Front for Change and Concord in Chad (FACT). The group is based in Libya and has been the source of concern for the Chad leadership. The son of Idriss Deby was named after his death in an attack to lead the Chad leadership.
Doha talks, gave the general amnesty to rebels to release the prisoners of war”, after the conclusion of the peace accord that excluded the Front for Change and Concord in Chad (FACT). They have been involved in threatening the government of Chad and the newly elected leadership of the country. The Doha talks can prove fruitful if the terms of the accord are practiced by the rebel groups and prevent violent attacks on the Chad authorities. The immunity was given to rebel groups to make them part of the government in Chad.
FACT leader Mahamat Mahdi Ali was in exile and toppled the government of Deby in 2008. He was part of forces Union of forces for democracy and development which is headed by Mahmat Nouri. The FACT is a splinter group of Nouri group who were arrested in 2017 after charges of promoting terror attacks in Chad. The Doha talks led to the release of the members of FACT.
The aim of the talks was to put an end to terrorism in Chad due to instability in Libya. The instability had a domino effect on Chad and increase the risk of conflict in Chad. Doha talks were able to make a breakthrough by bringing the rebel groups to the negotiation table to restore peace in Chad.
The peace in Chad will have a lasting impact on internal and regional politics. The efforts to curtail terrorism can be successful through restraint in the use of force and addressing the apprehensions of the rebel groups towards the government of Chad. The trust deficit was apparent because in past they have convicted members of the rebel groups to prevent them from becoming a stakeholder in Chad. They were excluded by the leadership of Idriss Deby in Chad.
